Born in September 1941. After graduating from Law Department, Chuo University in March 1964, joined the Tokyo Metropolitan Government. Experienced many senior positions at the Tokyo Metropolitan Government, including Bureau of Finance, Office of Education, Office of the Comptroller General, Election Administration Committee. Retired from the Government in September 2000 and joined the Mutual Aid Association for Tokyo Metropolitan Teachers and Officials as Managing Director.
