Mr. Chong is the Executive Director of Oxfam Hong Kong and by virtual of that position is a member of the Board of Oxfam International. Oxfam is an organization working for lasting change to global poverty.Mr. Chong is a graduate from the University of Hong Kong in 1981. He obtained a Master degree in Information Systems from the London School of Economics in 1985.
He has served in the Hong Kong Government as an administrative officer before taking up the position of Director and Outreach of Fundraising in Oxfam Hong Kong in 1993. In July 2000, Mr. Chong was appointed to his present position.Mr. Chong is active in promoting civil society in Hong Kong. He is on the Executive Committee of the Hong Kong Council of Social Service, Board of the People Council on Sustainable Development, Management Committee of the Joint Council for Physically and Mentally Handicapped.
For the past 25 years, Mr. Chong has been active in the self-help movement of the blind, the disability rights movement in Hong Kong and the Asia region. In the 1990s, he was the President of the Hong Kong Blind Union, and served as the Vice-President of the Asia-Pacific Region of the World Blind Union.
Mr. Chong serves on several advisory committees to Hong Kong Government, namely, the Rehabilitation Advisory Committee. He is active to promoting government effort to address the issue of information divide.
Mr. Chong has received the Ten Young Persons Award in 1991 and the MBE award in 1995 for community service.
