The Forest Dialogue: Dialogue on Illegal Logging

Date: 6-7 October, 2005
Location: St. Petersburg, Russia

This dialogue is a follow-on from the first dialogue on illegal logging held in Hong Kong in March of this year.  Following that very  fruitful event, TFD plan to hold our second dialogue on the issue on October  6-7 in St. Petersburg, Russia.  The meeting will coincide with the VII  International Forestry Forum and WRI's Forest Information Forum (more  information:

The primary objective of the dialogue is to provide civil society and industry advice on illegal logging and develop a joint stakeholder statement to inform and influence the Europe and North Asia Forest Law Enforcement and Governance (ENA FLEG)process.

The ENA FLEG process culminates in a Ministerial meeting in St Petersburg, Russia on November 22-25 and it will produce a Ministerial declaration and  action plan on how producer and consumer Governments within the ENA region  (55 countries) will address the problem of illegal logging and trade. The joint stakeholder statement will be widely supported and sent to government officials attending the ENA FLEG Ministerial meeting to ensure that it is taken into account when they develop the Ministerial Declaration.

The joint statement will outline:

advice on the lead role of Government in providing framework conditions,  policies and law enforcement actions to effectively address illegal logging  and forest governance
information on the critical supporting roles of civil society and industry to effectively address illegal logging including any new action commitments
Participants in TFD's dialogue on October 6-7 will primarily represent civil society and industry leaders (up to maximum of 50) with mandates from  their respective constituencies to collaborate on a joint statement to  inform and influence the ENA FLEG process.
