The Japanese Ministry of the Environment announced on January 28, 2005 that it has accepted a project to which it will provide the seed money to launch Clean Development Mechanism (CDM) and Joint Implementation (JI) projects and thus receive certified emission reduction credits. This is the first time the Japanese government would be eligible for CDM credits through its CDM/JI subsidy program for achieving emission targets under the Kyoto Protocol.

The CDM project aims to generate electric power using rice husks in Nakhon Pathom, Thailand. The Japanese government will receive CDM credits totaling 18,500 tons of carbon dioxide (2006-2012).

The project will be implemented by A.T. Biopower Co. in Thailand, and is sponsored by Chubu Electric Power Co. of Japan, the entity which applied for the government subsidy of 140 million yen (about U.S. $1.4 million).
